3PL OR 3PSCM?

If Supply Chain Velocity is required for Inventory Velocity to drive Order Delivery Velocity, why is the discussion about logistics and 3PLs?  It should be on SCM and 3PSCM and SCMaaS.  Does forcing velocity from an outdated Supply Chain make sense?  Transform.
