With so much of supply chain management being about function costs instead of performance, an issue to supply chain results is all the parties involved with orders, both customer and procurement.  These parties, for profit and other reasons, often have conflicting goals and agendas.  As a result, obstacles have been created that negatively impact service and make creating competitive differential more difficult.
