TSA FOREIGN AIR CARRIER SECURITY

TSA Reviewing Information Collection on Foreign Air Carrier Security Programs

Sandler, Travis & Rosenberg Trade Report
The Transportation Security Administration is accepting through June 15 comments on the proposed extension of an information collection concerning security programs for foreign air carriers.
Foreign air carriers must carry out security measures to provide for the safety of persons and property traveling on their flights against acts of criminal violence and air piracy as well as the introduction of explosives, incendiaries or weapons aboard an aircraft. TSA requires foreign air carriers to electronically submit prior to entry into the U.S. the following information: a master crew list of all flight and cabin crew members flying to and from the U.S., the flight crew list on a flight-by-flight basis, and passenger information on a flight-by-flight basis. The carriers must maintain these records, as well as training records for crew members and individuals performing security-related functions, and make them available to TSA for inspection upon request. The previous requirement that foreign air carriers also submit information regarding the amount of cargo screened was removed in June 2014 because all foreign air carriers are required to screen 100 percent of cargo.
