Interesting.  Will this be another Asset Rich, Cargo Poor hub?  It does not have to be if designed for more than infrastructure.

Port of Taipei seeks logistics hub status
The Port of Taipei is one of Taiwan's most ambitious projects as it seeks to widen the scope of its export-oriented economy. Stretching over an area of 3,102 hectares, the port will become a vital cog of the economy once the expansion work is completed. The port aims to become a major international logistics and distribution centre. It is the only port in Taiwan, which has private sector investment.
The government is spending on the basic infrastructure, while the rest will be covered by the private sector.
The government investment will be around 10bn new Taiwan dollar ($334.5m) and the private sector will pump in 20bn new Taiwan dollar.
